The letter is discovered and read, to create suspense in this part of the book by showing more evidence in court.  

Explanation:

This letter creates suspense while reading, because when the rabbit receives it, the letter has no remittent nor receptor, with nothing written on the outside, even more; the letter wasn’t a letter but lines of verses with no meaning at all. The meaning came up at the end, when the king read the letter and found meaning when he realized the tarts were on the table.
